The first phase of consultation for the Emsworth and Hayling Island Community Governance Reviews (CGRs) has now closed - thank you to everyone who took part. The first stage of consultation was open between 5 January and 23 March 2026. View the findings from the first phase of consultation below:
The second phase of consultation has begun
Having considered the findings from the first phase of consultation, it has been agreed to consult on the possible creation of a civil parish council on Hayling Island and Emsworth.
Phase two presents a consultation looking at proposals for warding, the number of councillors, the initial estimate for a council tax precept and the initial name of the authority in both Emsworth and Hayling Island.
The proposals for this phase are informed by consultation findings, expert advice and best practice. We are keen gather your feedback on our proposals for CGR in Hayling Island and Emsworth. We also want to understand, what, if any, impact our proposals may have on you whether you live, work or visit Hayling Island.
During the consultation period, HBC is holding a programme of events to support the Second Phase of consultation, where you can also complete a survey:

The second phase of consultation is open from Thursday 21 May until midnight Thursday 2 July 2026.
What are Community Governance Reviews (CGRs)?
This statutory process, triggered by residents in Emsworth and Hayling Island, allows the council to consider whether changes are needed to the way local communities are represented and governed.
The reviews look at whether new parish councils should be created for Emsworth and/or Hayling Island, whether alternative forms of community representation would be more appropriate or whether no change to local governance is preferred.

Next steps
On 20 May 2026, the council considered the consultation results and made recommendations, based on feedback from residents and stakeholders that informed phase two of the CGR reviews.
After the phase two consultations have finished, results will be analysed and presented to Full Council to decide on the formation of a new parish council.
