Make a payment to the council

Welcome to Havant Borough Council’s 24-hour secure Internet payments service – operated by Windcave. You can make a variety of payments using this secure site with most major credit or debit cards. Please note we do not accept Diners Card or American Express. 

What can I pay for? 
You can pay for any of the items listed below. Please select from the following list: 

• Council tax 
• Fixed Penalty Notices - including littering and dog fouling
• Housing benefit overpayments 
• National non-domestic rates 
• Penalty Charge Notice
• Premises license – including new licenses, variation to a license, minor variation, transfer of premises license, vary Designated Premises Supervisor (DPS), consent to transfer, consent to be a DPS 
• Temporary Event Notice 
• Proof of life documentation 
• Street naming services 
• Sundry invoices – invoices sent to individuals by the council for services 

Security Information 

All online card payments are compliant with Payment Card Industry Security Standards. 

Windcave’s online payment management solutions are independently and rigorously security assessed, and Windcave is certified as a Payment Card Industry Data Security Standard (PCI DSS) Level 1 service provider and is compliant with PCI DSS Version 4.0 standard. 

What if my online payment doesn’t work? 

If you experience an issue with using this online payment service, please call our customer services phone number - 023 9244 6019 - and say the phrase “Make a payment” to be transferred to our automated payment line.
