Biodiversity strategy
The biodiversity strategy identifies habitats and species in the borough that are of national, regional and local importance and outlines a plan of action for their protection, management and enhancement.
Energy strategy
Havant Borough Council acknowledges climate change and is committed to addressing this through improving its own systems, supporting residents and businesses in positive change and through addressing biodiversity in its planning processes.
The council's Climate Change and Environment Strategy 2021-2026 was unanimously adopted by full council in September 2021.
Statement of intent
A 'statement of intent' enables local authorities to set up their own eligibility criteria to access Energy Company Obligation (ECO) under the Flexible Eligibility (flexi).
ECO is an obligation on energy suppliers aimed at helping households cut their energy bills and reduce carbon emissions by installing energy saving measures.
The third phase of ECO started on 1 October 2018.
The council will publish its new and amended Statement of Intent as soon as the guidance for ECO3 has been made available.
Home Energy Conservation Act (HECA)
Under the Home Energy Conservation Act 1995, we have a duty to publish a report about what we are doing to help with home energy conservation in Havant Borough.
The report must give details of what progress has been made and what plans there are for further improvements.
Solar Together scheme
Solar Together is a unique group-buying scheme for solar photovoltaic (PV) panels and battery storage. This scheme will make PV and batteries more accessible and more affordable for a great number of people.
All residents living in Havant Borough who own their own house (or have permission from the landlord to install a solar PV system) can register for the Solar Together group-buying scheme.
The 2023 scheme has now closed for new registrations however if you would like to register your interest for the 2024 scheme or for more information please visit the Solar Together website
Low carbon heat
With support from the Department of Business, Energy and Industrial Strategy (BEIS) the council have explored the potential for investing in renewable heat in the borough.
