As part of the government’s initiative to help households with rising energy costs, a £150 Utility Energy Rebate has been announced for certain households.
Most households in council tax bands A-D are included.

The deadline to apply for the council tax energy rebate has now passed.
Who can get this £150 rebate?
Most householders in Council Tax band A to D properties qualified for this rebate. Read the full eligibility criteria.
If you don’t know which band your property is in, you can find it on your latest Council Tax bill or use the Valuation Office website to check.
Please be aware second homes and empty properties will not be eligible for the payment.
There will only be one payment per household.
When will I get the £150?
The application process closed on 13 June 2022. All applications are now going through the required verification checks. Government guidance does not allow the council to make payments without additional banking checks to ensure payments are made to the right person and to prevent fraud.
Everyone who is eligible and passed the verification checks should have received the payment by 4 July 2022. All successful applicants will receive a payment notification letter.
Since the scheme started in April, 39,651 payments have been made, totalling £5.947 million.
Where an application is unsuccessful because we were unable to verify details or an application has not been made, a payment will be made against the council tax account and a new bill issued with revised instalments during July. A covering letter will also be included and a refund form if the account is now in credit.
The £150 rebate will show in bank accounts as being received from Havant Borough Council or HBC.

Does this mean I don’t have to pay my Council Tax bill?
No – you must continue to pay your Council Tax bill as per the amounts and dates shown on your bill. If you are struggling to pay, you must contact us.
I’m not in a band A to D, but I still need help
There will be some further funding available to help households who do not qualify under the main scheme.
We will be implementing a Discretionary Scheme as soon as possible, once the scheme is implemented, we will publish details here.
What else is on offer to support households with their energy bills?
The Government is helping to spread the cost of the recent jump in energy prices over several years. £200 of this year’s energy bill will be taken off from October and spread equally over the next five years instead. This is not a debt; no interest is charged, and no credit ratings are affected.
