All about your Council Tax

Households in the borough have now received their council tax bills through the post. Your bill sets out exactly how much you will pay this year, and how it is split across several public bodies providing public services where you live, this includes:

  • Hampshire County Council
  • The Police and Crime Commissioner for Hampshire
  • Havant Borough Council
  • Hampshire and Isle of Wight Fire and Rescue Service

The amount you pay in Council Tax depends on the valuation band of the property you live in. Read more about council tax and how it is calculated on the gov.uk website.

Council tax is the charge to households which helps pay for the hundreds of different local council services provided to residents, together with local policing, and the Fire & Rescue Service.

Often people assume Havant Borough Council receive the full amount they pay each year for their Council Tax because we send out the bills and collect the money. However, this isn’t the case. Havant Borough Council only receives 11% of the total our residents pay.

Based on an average Band D property in the borough the total of £2,018.20 you will pay during 2023/24, will go to:

  • Hampshire County Council receive 72 per cent (£1,460.25)
  • The Police and Crime Commissioner for Hampshire receive 13 per cent (£251.46)
  • Havant Borough Council receive 11 per cent (£226.06)
  • Hampshire and IOW Fire and Rescue Service receiving four per cent (£80.43).

Havant Borough Council is responsible for a wide range of services including; collecting recycling and rubbish from more than 59,000 homes in the borough; supporting homeless people; handling planning applications and development of the borough; managing open spaces including Hayling Island seafront; emptying dog waste and litter bins, street cleaning; food safety inspections; licensing of pubs and taxis; protecting and enhancing the natural environment including our coastline; and election services for local and national elections.

This year’s budget for the borough looks to spend around £15.6m on services. This figure is net after taking into account income received through the council's other fees and charges.

The council is also continuing to invest in the borough with the main priorities of improving the health of our communities, protecting our natural environment, and building for the future. The council has already secured £1.6m of Government funding to regenerate part of Havant town centre, £495,000 for improvements to parks and play areas, plus £705,000 through the Local Authority Housing Fund to provide homes for the homeless in the borough.    

People on low incomes can apply for Council Tax Support. This gives a discount on your Council Tax bill, the amount of which is dependent on your income and personal circumstances. Businesses, in particular local community groups and sports groups, can also find support through the Discretionary Business Rate Relief Scheme.
