Neighbourhood projects awarded more than £500K of Community Infrastructure Levy funding

Energy efficiency improvements, refurbishment of play areas, and the enhancement of cycleways are among fifteen projects receiving a share of £583,000 across the borough from the latest round of funding to support local communities.  

The projects that are proposed by borough Councillors and council teams, that have been supported by Havant Borough Council’s Neighbourhood Portion Community Infrastructure Levy (CIL) are:

  • Street furniture, planting and ornaments as part of the regeneration of the town centre in Waterlooville - £150,000
  • The refurbishment of Cowplain Recreation Ground Play Area - £130,000
  • Scratchface Lane Play Area in Bedhampton - £110,000 (this includes £49k from previously allocated developer contributions)
  • Refurbishment of Avenue Road Play Area, Hayling Island - £93,000
  • Replacement of path to give better disability access, with lighting in Gauntletts Park, Purbrook - £45,000
  • Upgrade to a footpath, south of the Legion Field, Hayling Island - £30,000 
  • Improvements to Purbrook Heath drainage works - £25,000 
  • Energy Efficiency Improvements to Springwood Community Centre, Waterlooville - £23,905
  • High-Performance Warm Roof at Waterlooville Men’s Shed - £22,850 (this includes £19,850 from previously allocated development contributions)
  • Surface upgrade to footpath, Denhill Close, Hayling Island, an additional £17,000
  • Cycle Parking Stands, borough wide - £10,000
  • Building improvements and external cladding to Jubilee Park Pavilion, Waterlooville - £10,500
  • Lighting improvements at Cowplain Activity Centre - £5,247
  • Cycle Signage, borough wide - £1,500
  • Improvements to subway drainage at Washington Road/A27 Emsworth - £1,261

Councillor Richard Brown, Cabinet lead for Place and Chairman of Planning Committee, said, " It is fantastic that we can use money the council receives from developers to help bridge funding gaps for projects, like these, that will have a positive and lasting impact on our communities.”

The Community Infrastructure Levy (CIL) is a planning charge, introduced by the Planning Act 2008 as a tool for local authorities in England and Wales to help deliver infrastructure to support the development of their area.

From the overall Community Infrastructure Levy that is collected 15% is allocated to the Neighbourhood Portion of CIL across the borough. This increases to 25% in Emsworth Ward as they have an adopted Neighbourhood Plan.

CIL is funding more than £333k towards play areas across the borough.

This project is a key initiative in the Wellbeing priority outlined in Havant Borough Council's recently adopted Corporate Strategy to refurbish and maintain council owned play parks.
