The Council’s CIL Spending Protocol sets out how CIL spending is administered in Havant borough.

One of the key documents mentioned in the CIL Spending Protocol is the Infrastructure Delivery Plan (pdf 3.09mb).

Our invitation for expressions of interest in respect of new Strategic CIL Allocations closed on 3 September 2025. This was a competitive process and we are aware that the expressions of interest received outstripped the funding available by over £1.5m. Funding decisions will be made at Council in February 2026. 

Due to falling CIL receipts we do not currently anticipate inviting expressions of interest in late Summer/early Autumn 2026.
